14-phase interactive flow: auth → project resolution → model selection → version selection → SKU query → capacity config (with cross-region fallback) → RAI policy → advanced options → upgrade policy → deployment name generation → config review → deployment execution.
All SKU lists queried dynamically; capacity validated against min/max/step; cross-region fallback auto-searches.
Fast path (accept all defaults) completes in ~5 interactions.

Outcome

Azure OpenAI model deployed with exact user-specified configuration, including endpoint URL, deployment monitoring, and portal link.
